Van Dweller Encampments

Bristol City Council has recently introduced protocols to deal with Van Dweller – Police powers covering this issue are currently restricted to MOT and Tax checks as well as normal traffic and anti-social behaviour laws. Bristol City Parking Officers do patrol the Downs, however they are constrained by the current 5 hour restriction time which does not lend itself to effective control of overnight camping.

You can directly impact the speed with which Van Dwellers are moved on by:

  • Reporting illegally parked vehicles or those which have overstayed their time limit on a public highway. Use this link to file a report. You can also send an email to – neighbourhood.enforcement@bristol.gov.uk
  • Contact Council Officers. For Van Dwellers this is : Mike James : Parking Services Enforcement Operations Manager – mike.james@bristol.gov.uk. Wayne Dewfall – Parking Services  Wayne.dewfall@
  • bristol.gov.ukContacting your local councillor to express your views and to ask what is being done to change the Road Traffic Order detailing restrictions upon the Downs. Use this link to find the name of the Councillor for the Ward in which you live
  • Write to the Downs Committee, requesting their support in changing the Parking Restrictions around the Downs to 5 hour limit no return for 24 hours, and No Overnight Sleeping. Use this email address – cllr.jos.clark@bristol.gov.uk
  • Write to the Mayor, requesting his support in changing the Parking Restrictions around the Downs to 5 hour limit, no return for 24 hours, and No Overnight Sleeping. Use this email address – mayor@bristol.gov.uk
